baloonworldSo I was bemoaning the inefficency of the East German state the other day, claiming that having 20% of the population work spying on the rest of them, and each other was a hidious waste or resources.

1)We need somewhere in bury that has <£500 fine for fly tipping, and a circle of trechery. Then we all fly tip, all denounce each other, pay the finess, collect the rewards for denoucneing each other.
