I'd have thought that a goal of "the lowest levels acheivable" goes way beyond the "As Low As Reasonably Possible (ALARP)" principle used in risk assessments for the nuclear industry in the UK. The government's overwhelmingly pro-bee stance is amazing :)

I'm not overreacting am I? "lowest levels acheivable", to me, means that if paying for 501 pest-squishing security guards per hive is infinitssimally more effective than 500 guards per hive, then you hire the 501st guard.

I think I've solved unemployment for ever :)

I totally agree. One could quibble that "achievable" might mean "within budget constraints" - but more usually, it would simply mean within physical possibility. Which means we need some more military spending on bee security issues. -swots up on bee heat signatures-
